On July 31, 2014, the website of the National Development and Reform Commission published a notice on issues related to electricity pricing policies for electric vehicles, clarifying the implementation of supportive pricing for electric vehicle charging and swapping facilities. The electricity price policy for electric vehicles specifies that the electricity consumption of centralized charging and swapping facilities for operation will be subject to large industrial electricity prices, and basic electricity fees will be waived by 2020; Residential households, residential communities, and other charging facilities shall use residential electricity prices. In addition, electric vehicle charging and swapping facilities implement peak and valley time of use electricity pricing policies to encourage users to reduce charging costs
